Local insulin: an $80 million Russia–Pakistan project, from filling to API
Zavod Medsintez and Genetics Pharmaceuticals plan an aseptic filling plant by 2028 and insulin API production by 2031.

Insulin is a medicine many patients depend on every day. A planned joint project aims to make it in Pakistan, in stages — first filling imported bulk insulin, then making the active ingredient itself.
The project
Russian pharmaceutical company Zavod Medsintez and its Pakistani partner Genetics Pharmaceuticals Private Limited plan to invest about $80 million in local insulin production, ProPakistani reported in May 2026, citing sources.
| Phase | Investment | What | Target |
|---|---|---|---|
| 1 | About $20 million | Aseptic filling plant for insulin and related products, using bulk imports | December 2028 |
| 2 | About $60 million | API production with technology transfer: insulin from API purification to final packaging | December 2031 |
DRAP has allowed the companies to market Rosinsulin R, Rosinsulin C and Rosinsulin M 30/70 in Pakistan, and will monitor the project against stage-wise investment timelines.
Why the staged model matters
Starting with filling and finishing imported bulk lets a company build sterile manufacturing skills and a market before taking on the far harder biotechnology of making the active ingredient. It is the same path set out in Pakistan’s vaccine policy.
Where the openings are
- Sterile filling: aseptic lines, isolators, cleanrooms and environmental monitoring.
- Cold chain: insulin must be stored and moved under refrigeration.
- Biotech capability: purification equipment, bioprocess skills and QC laboratories for the second phase.
What to watch
The timelines are long and the details come from unnamed sources; progress against DRAP’s stage-wise monitoring will show whether the project stays on track.
